Under Section 6 (2) of Cigarrette and Other Tobacco Products Act,2003, sell of cigarette and other Tobacco products within 100 yards of educational institutions is prohibited. After notification of COTPA in Orissa in the year 2004 and issue of public notice - 'Smoking in Public Places banned' w.e.f. 2nd October 2008, the Commissionerate of Police, Bhubaneswar has taken a bold and commendable step against the tobacco vending shops near the educational institutions. VHAI-Aparajita has been advocating for the issue and consulting with the Commissionerate of Police to take actions on the legislative violations of the Act. As per the order from the Commissioner of Police the operation started by Kharavela Nagar Police Station on 17th October 2008 under the leadership of ACP Nihar Das accompanied by the Police force, team of VHAI-Aparajita and media. The team covered 2 shops near St. Josheph High School, 3 shops near Kendriya Vidyalaya, 4 shops near Unit- VIII DAV Public School and 2 shops near R.D. Women's College. The police seized the tobacco products and shifted five shops beyond 100 yards from the institutions. The cases were forwarded to the court for further proceedings. There were very positive response from the parents, school students, general public and passers by. The programme was widely covered by the news channels i.e. Zee news, Aaj tak, Door Darsan, Otv, Etv, Nakhsatra etc. The Commissionerate has agreed to continue this drive for atleast a month and follow up with it. Similarly the other section of the Act will also be looked into.
